「磐安智慧財產教育基金會」成立於2008年,為劉江彬教授及其志同道合的伙伴與門生所創立之學術教育平台,以持續協助推動台灣及國際之智慧財產跨領域學術交流及教育發展為設立宗旨。
磐安智慧財產教育基金會(簡稱本會),推動創新到創業跨領域之法律與管理相關教育、學術研究、人才培育為宗旨,辦理創新到創業、跨領域、科技管理之智慧財產(簡稱智財)創造、保護、管理與運用等業務。期許能夠扮演公共政策之研究機構與智庫的角色,為智慧財產之發展奉獻心力。
Introduction
Cornerstone Intellectual Property Foundation, founded in 2008 by Professor Paul Chang Bin Liu with his friends and students, is an academic institute for the promotion of academic exchange and interdisciplinary education concerning intellectual property in Taiwan and around the world.
Established in 2008, the Cornerstone Intellectual Property Foundation is dedicated to promoting multi-disciplinary education, academic research, and talent cultivation spanning from innovation to entrepreneurship in the fields of law and management. Our operations focus on the creation, protection, management, and application of intellectual property (IP) in cross-domain innovation-to-entrepreneurship initiatives and technology management. IPF aims to play a role as advisor for public and government policies and thus make a significant contribution to the development of intellectual property in Taiwan.

劉江彬教授現為財團法人磐安智慧財產教育基金會(Cornerstone Intellectual Property Foundation, CIPF)董事長,政治大學名譽教授。曾任政治大學科技管理研究所所長、智慧財產研究所所長及政治大學科技政策與法律研究中心主任。並曾任首任美國亞太法學研究院(APLI)院長。
劉教授並擔任總統府科技諮詢委員會科技法規研議組召集人,負責領導、協調及折衝各方意見,達成共識後供總統參考。劉教授於1996年獲得財團法人傑出人才發展基金會(董事長李遠哲)傑出人才講座。2003年獲第四屆科技管理學會院士(Fellow)。2021年獲李國鼎管理獎章。
創辦人故事——劉江彬
於政治大學任教期間,多次獲得優良教師獎,研究項目數量甚多、金額最高之一、專利11項,其著作「智慧財產管理總論」及「無形資產評估鑑價之理論與實務」獲政治大學80週年校慶「百大專書」著作送給伊利諾大學芝加哥分校、華盛頓大學、柏克萊大學等世界知名學府圖書館收藏。
劉教授於2002年創立台灣技術經理人協會(Association of Technology Managers in Taiwan, ATMT),擔任首任理事長。於2006年創立國際技術授權主管總會中華台北分會(Licensing Executives Society Chinese Taipei),擔任第一、二屆理事長,並於2008年接任美國大學技術經理人協會(Association of University Technology Managers, AUTM)國際事務副會長。
劉教授也擔任多國大學、機構的講座及榮譽教授,並在國際知名大學講學及擔任訪問學者,包括:日本的東京大學及早稻田大學;美國的華盛頓大學、喬治華盛頓大學及麻省理工學院等,曾任美國西雅圖華盛頓大學法學院亞洲法律研究所副所長,西雅圖華盛頓大學的管理學院兼任教授等。
劉教授是台灣許多智慧財產相關議題及政策的先驅者,包括是科技基本法的催生者,力促台灣採納美國拜度法案中的重要機制,為台灣規劃了許多長期的科技政策及出版第一本電腦法律教科書,並對台灣在智慧財產領域的發展,產生深遠影響。同時,大力培育跨領域智慧財產保護及經營管理人才,並推動台灣智慧財產專責法院的成立。
出生於台灣的劉教授,台灣大學法律系畢業後負岌美國留學,陸續取得美國華盛頓大學數學系學士、數學研究所肄業、法學研究所碩士與博士學位,之後並在該校任教,專長領域為:智慧財產權、企業智財權管理、科技法律、電腦法律等。重要著作及共同著作或編著的專書有:《資訊法論》、《計算機法律概論》、《智慧財產的法律與管理》、《數位化技術的智慧財產權保護》、《智慧財產管理總論》、《無形資產評估鑑價之理論與實務》、《智慧財產法律與管理案例評析(一)~(六)》、《跨領域的爆發力-國際高階人才培訓十年有成》、《廿週年紀念專書-跨領域的競爭力:國際高階人才培訓創新到創業二十年有成》、《國際技術移轉制度理論與實務》等。
Founder: Paul C. B. Liu
Professor Paul C. B. Liu is the Chairman of Cornerstone Intellectual Property Foundation (CIPF), the Emeritus Professor of Chengchi University in Taiwan.
Professor Liu served as the founding Director of the Graduate Institute of Intellectual Property (IIP) and of the Center for Technology Policy and Law at the National Chengchi University in Taiwan. IIP is the first graduate institute for intellectual property studies in Taiwan. IIP aims to cultivate multi-disciplinary talents of technology, management and law, which is a realization of Professor Liu’s idea for intellectual property education.
Prior to the establishment of IIP, Professor Liu served as the Director of the Graduate Institute of Technology and Innovation Management (TIM). Under his stewardship, has become one of the most sought-after graduate programs in Taiwan and cultivated many talented business leaders. Professor Liu served as the advisor of Presidential Science Advisory Council, coordinating many science and technology policies in Taiwan.
Professor Liu founded the Association of Technology Managers in Taiwan (ATMT) in the year of 2002 and served as the first President. He is the former President of Licensing Executives Society Chinese Taipei (2006-2010) and the Vice President for International Relations of Association of University Technology Managers (AUTM)(2008-2010). Association of Technology Managers in Taiwan (ATMT) collaborates with Association of University Technology Managers to serve as a platform for communication between industry and academia, promoting intellectual property management, technology transfer and investment evaluation and the establishment of technology transfer mechanism in universities. The Licensing Executives Society (LES), established in 1965, is a professional society with more than 6000 members engaged in the development, use, transfer, marketing, and management of intellectual property.
Professor Liu is also an honorary professor at various universities and gives lectures at many institutions around the world, including Tokyo University and Waseda University in Japan, University of Washington, George Washington University and Massachusetts Institute of Technology in the United States. He is an Adjunct Professor at the Business School of University of Washington.
Professor Liu is widely regarded as the pioneer for many science and technology related issues and policy developments in Taiwan. He is one of the original architects for the enactment of Basic Science and Technology Law, Taiwan’s adaptation of the American Bayh-Dole model. He was also the first author of publish a textbook on computer information law in Chinese. Meanwhile, he cultivates many talents in intellectual property protection and management and contributes to the establishment of the Intellectual Property Court in Taiwan.
Born in Taiwan, Professor Liu has been living in Seattle, for more than 30 years before returning to his homeland. Professor Liu received a Bachelor of Laws from National Taiwan University, Bachelor of Science (in Mathematics), Master of Laws (LL.M.) and Ph.D. in Law respectively from University of Washington. His research ranges from intellectual property, industrial IP management, technology laws and computer laws.
Professor Paul C. B. Liu founded Cornerstone Intellectual Property Foundation (CIPF) with his friends and students in 2008 and serves as the Chairman. CIPF aims to facilitate academic exchange, research and education on intellectual property in Taiwan, and around the world. It will serve for the studies of government policies, promotion of international and cross-strait exchange, professional education and other public service concerning intellectual property creation, protection, managements, and applications. CIPF expects itself to play as the role as a public advisor for industry and government and to contribute to the development of intellectual property.
沈泰民執行長於2009年1月擔任磐安智慧財產教育基金會執行長。於接任執行長一職前,沈執行長長年參與美國大學機構的運作與管理,並推動非營利組織的發展。
創辦人故事——沈泰民
自2000年回台服務後,曾於台灣亞洲基金會擔任執行長5年,對於促進台灣與國際社會的交流,以及台灣人才國際化的發展,不遺餘力。尤其是在台灣非營利組織發展上,沈執行長也借鏡其旅美期間豐厚的經驗,以前瞻性的思維與做法,協助台灣在此領域的發展。
在美國期間,沈執行長先後擔任美國西雅圖華盛頓大學(University of Washington in Seattle)首席預算分析師、預算企劃室副主任、主任等職,統籌分配與管理華盛頓大學每年近30億美元的預算,對美國大學組織、研究機構的政策製訂及財務規劃與運作相當熟稔。其間也投身於非營利組織的活動,曾任美國西雅圖中華婦女會會長、美國西北區國立台灣大學校友會會長等,對於華人在美國地區的連結及活動,有所貢獻。
沈執行長早年以榜首考進台灣大學商學系國際貿易組。後來在華盛頓大學經濟研究所深造,獲得碩士學位。曾擔任外交官,奉派駐西雅圖總領事館副領事。
沈泰民執行長以其長年在美國及台灣政府機關、學校機構、非營利組織的服務經驗,洞悉國際情勢、世界潮流,致力社會公益、人材培育。此對於財團法人磐安智慧財產教育基金會在國際交流及學術教育培訓的使命上,極有助益。
Founder: Taymin S. Liu
Taymin S. Liu became President of Cornerstone Intellectual Property Foundation (CIPF) in January 2009. Formerly she was in charge of the management of budgeting and planning of the University of Washington in the U.S. For decades, she had also devoted herself to the promotion and development of non-profit organizations.
President Taymin S. Liu served as the President of the Asia Foundation in Taiwan (AFIT) for five years after returning to her homeland in 2000. In that role, she worked to facilitate and cultivate linkages between Taiwan and the global community, enhancing Taiwan’s talent development broadly and comprehensively. Moreover, President Taymin S. Liu has paid special attention to the progress of Taiwan’s non-profit organizations. With her extensive experience in this field and the advanced approach she adopted, she helped promote Taiwan’s non-profit organizations during that period.
In her more than 30 years of work in U.S. academic circles, President Taymin S. Liu served in the University of Washington as Chief Budget Analyst, Deputy Director, and Acting Director of the Budget Office. In those roles, she showed her expertise in policy making and financial planning for educational organizations by managing, controlling, and monitoring nearly $3 billion of the University’s operating budget. Aside from her profession, President Taymin S. Liu has also dedicated herself to the activities of non-profit organizations and served as President of the Seattle Chinese Women’s Club and President of the Taiwan University Alumni Association of Northwest America, to name a few, making great contributions to build connections among Chinese people in the U.S.
With the highest grades among student applicants, President Taymin S. Liu enrolled in Taiwan University, majoring in International Trade. After graduation, she received her master’s degree in economics from the University of Washington.
With her strong educational background and extensive professional experience at government agencies both in Taiwan and the U.S., education units, and non-profit organizations, President Taymin S. Liu will lead CIPF to facilitate Taiwan’s talent cultivation, international and cross-strait collaborations, and any other public affairs relevant to intellectual property.
